For military clearance what does this question mean: Have you ever been debarred from government employment?

I was disqualified from a police job once does that mean I answer yes to that question? By disqualified, it means I did not get the job

  2. The person who designed that questionnaire should be barred, not debarred, from government employment. The question means, "Can you work for the government?" Bar is to restrict. Debar is to take away that restriction.

  5. The question does not make any sense, because the word debarred would mean you were once barred and then debarred.

  9. The question is asking if you have ever been fired from a government job, then declared ineligible for any other government job. Not beeing accepted by city police doesn't count.
