Federal jobs - can they make a hiring decision before the end of the open period?
When applying for a job with the federal government, do you have an advantage if you submit your resume at the beginning of the open period? Does it matter when you submit it - do they have to take resumes for the entire open period or can they choose to interview/hire someone before the open period is over?

- It also depends on how many openings they have for a specific position. Some stay open continuously while others are only open for a short period of time. Just keep in mind that there are always people that know about the job before it's advertised to the public and the position may be filled form an "inside" candidate.
- Not really. The hiring process for most, if not all, federal government agencies is quite lengthy. In fact, I just read in a Society for Human Resource Management article this week that one agency has over 100 steps in their recruiting process and that's after they redid the process. Remember, you're dealing with bureaucracy. The above-referenced article quoted a professor as saying that the federal workforce consists of the best of the desperate as the process is so long that most of the candidates have already found other work, while others, not necessarily the best qualified, have stuck around.
