Would you hire an inexperienced, college dropout, former secretary to run a dog/cat pound?

Recently, in Akron, Ohio, our city government officials did a councilman a favor by hiring his 23 year old daughter to run our counties animal shelter. She has NO EXPERIENCE in running a facility like this. She is a college dropout, and a former secretarty to the prior animal warden who blatantly let animals be abused--SEVERELY. Therefore, she is just as guilty in the abuse of the animals as he is. There were many other very qualified individuals who wanted to apply for the job but were not allowed. The job was not posted and no interviews were given to find the best candidate. Does this seem right to you?
