Advancement in job being hindered by boss.?

Ohio/Local Government. In my line of work there is one promotion to be made, at least at the place I am at. It is a good promotion and brings with it more money and more freedom. So there are 3 of us guys that are in the lower position, any of us honestly would be just fine for the promotion. Even most of the guys who have made the promotion think that way of the 3 of us. But, we are all good at what we do and the management does not want to have to spend money to fill our position, so they go outside to hire for the opening. It saves them money. They have always hired from within but the last two times it has been from outside because it saves money. Now I see this rut and want to get a job at a different place BUT I run into the same problem... They give me a bad reference because they don't want to spend money to fill my place!! I would almost have to commit a major felony to get fired, but then no one would hire then either. What to do Join the Military?

  1. Make yourself invaluable and find out what you have to do to earn the promotion. If they stick to the cost thing, then tell them respectfully that you are looking at promotion in other companies. OR (and this may be better) look for work behind their backs. You can be honest with employers and tell them your company wants to retain you and you fear a negative reference if they are contacted prior to a job offer. People know this is common and usually will use discretion.
