Federal government ideal employee of the handicapped?
According to a N.Y. Times report the federal government is losing more disabled Americans that regular Americans at a rate of 18.7% decrease in the disabled American catagory and only a 6.9%% decrease for all other employees. The Federal government claims every October to be National Handicapped awareness month. It's the big photo opportunity for politicians to have their pictures taken with the president and a lucky two or three disabled Americans that were hired to positions that took four and eight year degrees to get that job. It's a good ol' boys club to get a federal job. The President's Ticket To Work Program was supposed to give disabled Americans another avenue of employment to the already dozen or so ways to get hired. The persons that work for Ticket to work all got jobs to help disabled Americans find work. The work was given to the workers at Ticket to work and disabled Americans assume the position. Remember, I am of a minority that any American can join in seconds.

- A GUY GOES TO THE FAA TO APPLY FOR A JOB. THE INTERVIEWER ASKS HIM, "HAVE YOU BEEN IN THE SERVICE?" "YES," HE SAYS. "I WAS IN VIETNAM FOR THREE YEARS" THE INTERVIEWER SAYS, "THAT WILL GIVE YOU EXTRA POINTS TOWARD EMPLOYMENT" AND ASKS, "ARE YOU DISABLED IN ANY WAY?" THE GUYS SAYS, " YES 100% ... A MORTAR ROUND EXPLODED NEAR ME AND BLEW MY TESTICLES OFF". THE INTERVIEWER TELLS THE GUY, "OK I CAN HIRE YOU RIGHT NOW.! THE HOURS ARE FROM 8 AM TO 4 PM. YOU CAN START TOMORROW. COME IN AT 10 AM." THE GUY IS PUZZLED AND SAYS, "IF THE HOURS ARE FROM 8 AM TO 4 PM, THEN WHY DO YOU WANT ME TO COME IN AT 10 AM? "THIS IS A GOVERNMENT JOB. FOR THE FIRST TWO HOURS WE STAND AROUND SCRATCHING OUR BALLS ... NO POINT IN YOU COMING IN FOR THAT."
- Since if you're working for the federal govn't, - you really can't get fired. So I guess these types of people are loosing their jobs, - since they can't perform, - or can't even get to work on time, - with a host of excuses from can't get public transportation, or they have medical type appts. once a week. Or are getting out of the bottom paying jobs in the Federal sector, - and moving to the private sector. Either way, - you're alleged percentage drop sounds like a good thing.
- Does the Federal Gov't hire disabled Americans at a higher percentage rate than private businesses? That might account for the differing numbers, especially now that the Vietnam generation is nearing retirement. I'd have to see ALL of the numbers to wager a guess.
