Why does Obamas Job bill use Federal money for Teachers and police for one year only?

1. Who knows.. anyway apparently it has been defeated-in the senate... hopefully it will just go away now.. he never could have made it work anyway.
2. Since in the senate, 48 votes can defeat 51 votes, the teachers and police will not even get a years pay. Thanks Republicans.
3. To get him re-elected, and then dump the onus of paying for the new teachers on the state. Either the states have to figure out a way to pay the new teachers, driving them into debt, or they will have to lay off the new teachers, at which point the dumbocrats can shrilly shriek like the brain dead zombies they are "ah luuk, dem durty ripublykins dun laid off all dem teachas hyuk". (autocorrect/their mom will translate this into proper English for us).
4. Fir the purpose of election buying, he thinks that will make the employment picture look better during the elections, and of course secure the union votes , but when that year is over he has the state on the hook and he has more money to spend elsewhere
