Improving the employment situation in the US?

Right now world markets are looking for improvement in the US employment situation. I am thinking it would be a good idea if the US government allow unemployed people to hang onto their unemployment benefits for 6-12 months while taking a low paying job. I have heard there are a good number of low paid jobs available, but nobody wants them simply because it ends up costing more to go to work. Do you think this is a good idea? Obviously there would be a limit to how much someone can earn in total in a scheme such as this. I think falling unemployment numbers in the US will give the world a much needed confidence boost right now
