How do you become eligible for government jobs?
I was looking at usajobs.gov and a lot of the jobs are only eligible to: Open to current Federal employees serving under a career or career conditional appointment, former Federal employees with reinstatement eligibility, or persons eligible for non-competitive appointment under special authorities or VEOA eligibles may apply. AREA OF CONSIDERATION IS GOVERNMENT-WIDE WITHIN THE LOCAL COMMUTING AREA. Can someone explain this and how one would become eligible?

- When you see one of these jobs, look for a similar posting (same title, grade, etc.) open to all people. Due to regulations, jobs tend to be posted twice, once for federal employees, once for everyone else. There is also the problem that many agencies may be under a hiring freeze, which prohibits them from filling positions from outside the agency (filling inside is okay because the head count stays the same).
