What is the relationship between government employment and population size?

I'm assuming that it is not directly relative, but I am looking for evidence to back this up.

  1. There isnt actually a direct relationship, but it depends on the strategy used by the government to fight unemployment. In Venezuela, where I am from, 60% of the labor force is directly or indirectly employed by the government, and since it does not motivate the development of a greater private sector, as the population increases it is going to have to employ greater amounts of people to maintain stable unemployment figures.
