Help in breaking into federal employment?

Hi, Over the last 3 months, I've applied to no less than 10 federal employment announcements. With some of them, I was clearly qualified and some even overqualified. Yet, I'm being constantly overlooked in this process. I have no prior federal or military experience. But I do have experience and education. My scores are mid to high 90s. I understand that veterans and current/former federal employees get additional points and or preference, but they would have to score 90+ before the 5 to 10 points to beat my score. I'd like some information on how to increase my score. What am I doing wrong?

  1. At one point I had the highest score on the list in an area. It was a big joke that nobody would even interview me, as I knew the office workers. Finally after 2 years I got an interview but was lead on new project. They knew I couldn't take the job and that is why I got the interview, offered the job, turned it down and was off the list. I own my own business now and here is what I see going on with the fed hiring. Everybody that I've seen hired has already worked in state or county government. Being bi-lingual is an absolute now in Florida (Spanish). Despite the tests and the scoring, people are still being hired because they have worked cooperatively at some level and they know somebody. I just lost a state guy I worked with to Homeland Security. He had put an application in 7 months ago and had forgotten about it. Right now I would be applying to CMS because Obama says Medicare fraud is a priority and I would always be talking to Homeland Security if I knew someone.
