Why does the federal government have an age limit on law enforcement when state governments do not?

Federal law enforcement positions have a mandatory retirement age of 60 and you must work 20 years in order to retire. I am wondering why do they think the federal law enforcement positions are so much harder than being a local police officer or sheriff? Those jobs can be and are just as dangerous as federal law enforcement. So why can the government use age discrimination when states do not?
