Question about salary based on cost of living per city?

I was looking into government job salaries, and they said that the same pay grade could pay differently, based on the average cost of living in the city where that person works. So if, for example, someone lived in a very cheap apartment in New York, or a nice house costing the same thing, (for the house, and bills) in a place like Georgia, would the person be payed the same thing due to their house, or would the person working in New York get more, just because the price of living in New York is more? Some clarification would be greatly appreciated

  1. The type of housing you have in a location does matter. It is the location you are living in. For example, let's say for a pay grade 5 the government pays $25.00 per hour in New York City and only $15.00 per hour in Indianapolis. The difference in the per hour pay is the cost of living by region. I have attached a link to the government pay grade website. Hope it help.s
