are there any jobs that you think should be switched among federal,state and local government? why?

1. I think teaching jobs should be switched from being funded locally to being funded by the federal government. That is so that the money can come from the federal income tax and not regressive taxes like the property tax. Since not all states have an income tax and their tax structures vary widely, it would be fairest if the money came from Federal Income taxes.
