What Should government do with the Employment Insurance surplus?

This is money that the Canadian government has collected over the years from employers and employees

1. This so called surplus is probably like Social Security, the money is just on paper and is actually already rolled into the government coffers. So it probably doesn't actually exist anyway.
2. Extend the benefits.
3. We have a surplus? Must be because there are so few who are actually unemployed! We should save it. When a democrat lands in the oval office, unemployment will go up again.
