Why does it take so long to get a response when applying for federal civilian jobs?

I applied for a job with OPM and 6 months later I get a response. I applied for a state job and got a response two months later?

1. It's who you know not what you know.
2. The feds are slow about everything except taking your money and killing people.
3. Government is inefficient. 6 months to tell respond to you about a job. And some people want these people to handle our health care.
4. Probably due to back ground checks through the DOJ. Six months th first time is nothing, once your info is in the database it is faster, but it is still a lot of red tape, the wheels of the Justice dept. is slow.
