How are pay raises decided for federal goverment jobs?

I'm thinking about applying for a position that starts off as a GS9 (not sure what step). Would getting an advanced degree have any affect?

  1. it should say in the job posting whether or not a masters degree will let you start at a higher GS. but if you get the job, youre most likely going to start at step 1.
  2. Under the GS schedule federal employees get the pay raises annually that congress decides on. Steps are also automatic under the GS schedule. However many are being converted to NSPS, basically pay for performance. Your performance will dictate if you will get a raise. Most people who enter the government in the GS schedule will enter at at step one. Most of the times, but those with a lot of experience maybe able to negotiate the step. My friend was able to negotiate her step. As far as your advanced degree, check the job postings. Some GS-9 position require a Masters, GS-11 to 12 may require a PhD. if you are not already an internal applicant with experience in the the next lower federal grade.
