Is it reasonable to jump from "DS9" in local Washington D.C. gov to "GS12" in Federal government?

Let's suppose I'm an employee of the District of Columbia. That's local, not federal employment. With regard to a jump from a city DS 9 to a Federal GS 12: I believe I have more than ample experience as my city rating was set artificially low when I began -- yes, I took it because it offered a lot of opportunities for experience... hence my confidence in qualifying for a similar, but MUCH higher-paying job directly with Uncle Sam. Do the feds (non-military) calibrate D.C. city positions to a particular grade value within their system? How do they regard salary when the advertised Federal position represents a jump of nearly 80% over the applicant's previous local position.
