Can time in a state employment job transfer to a federal or civil service job?

1. Federal government positions are usually seperate than from State government positions. I have applied before to be an intake manager for Health and Human Services in my state. I take a State test, and are interviewed by someone in the State employees personel office. Now I want to do something with the Federal government, say work at a military base. I have to meet their criteria ( which may be different from the States) and be interviewed by someone in the DOD. Your time in won't transfer if you are looking for retirement and pension points, but you will be given at least some credit for your time in ( in the form of experience) from a State agency.
