House Bill 1804 was passed by overwhelming majorities in both the House and Senate of the Oklahoma Legislature. The bill has four main topical areas: it deals with identity theft; it terminates public assistance benefits to illegal's; it empowers state and local police to enforce federal immigration laws; and it punishes employers who knowingly hire illegal aliens. Oklahoma is no longer "O.K." for illegal aliens. "When you put everything together in context, the bottom line is illegal aliens will not come here if there are no jobs waiting for them, they will not stay here if there is no government subsidy, and they certainly won't stay here if they know that if they ever encounter our state and local law enforcement officers, they will be physically detained until they're deported. In Elk city Oklahoma two city employees were recently convicted of negligent endangerment and lying to federal agents when they forced inmates to work in an asbestos infested renovation of a railroad depot with out proper protective equipment. I read in the paper today that they are currently in the appeals process both have received a stay of sentence until the appeals process has ended. I was personally displeased to read that they are also still employed by Elk city and currently on the payroll. So my question is do you think the community is getting a raw deal paying employees that have been tried and found guilty of such horrible things? Do you think that they should get to keep their jobs after the have served their time...which by the way is only 8 months for one and 18 months for the other.

Why would state taxable income be higher then federal taxable income? I started out the year in Oklahoma. I was there from the beginning of 08 until May 21, 08. At that time I transferred my job (same company) to Idaho and began working there. Once I started earning money in Idaho the Oklahoma state taxes stopped coming out of my check. When I went to do my taxes online I'm showing that I owe Oklahoma $110. I'm getting a refund from Idaho and Fed. When I looked at the detailed summary for Oklahoma it's showing that my taxable income for Oklahoma is $34K (and some change). I don't understand why. I only made $21K while in Oklahoma and my taxable income for federal is only $30K. Why would Oklahoma be able to tax more money then federal does? And why are they able to tax more than I made there for the year? I was there less then 6 months of the year and have moved my residence to Idaho. Also, the company I work for is based out of Tennessee, if that makes a difference. My residence is now Idaho. I was taxed a total of $834 while in Oklahoma state and since moving and working in Idaho I was taxed $1370 for Idaho state. When I bring up the summary page Oklahoma is showing that based on a $34K taxable income I owe $944 total. Subtract the $834 I already paid and I owe $110. I'm trying to figure out why my Oklahoma taxable income is $34K when I only made $21K in that state.

Taxes on my pay check correct? I just recently started a new job in Oklahoma. On my first pay check: 2.4% was taken out for Federal Tax. 7.7% was taken out for Social Security. 1.5% was taken out for State Tax. Totaling 11.6% taken out of my pay check. On my second pay check: 5.6% was taken out for Federal Tax. 7.7% was taken out for Social Security. 3.0% was taken out for State Tax. Totaling 16.3% taken out of my pay check. I did however earn $254.30 more on my second pay check than on my first due to some overtime. But would this really make such a difference to take out 5% more out of my pay check?

The crash occurred at about 5:35 p.m. Mijail L. Hernandes, 24, of Lake Worth, Fla., was driving a 2000 Chevrolet Suburban west on Route 40 and allegedly failed to stop at a red lght, police said. The Suburban hit a 2008 Hyundai Tucson driven by Yvonne M. Pennewell, which was traveling south on Main Road, Route 555, said police. The Hyundai was forced off the Hyundai. Pennewell and her passenger, Crystal D. Ashmore, 25, of Vineland, had to be freed from the car by rescue crews. Both women were airlifted to Cooper Medical Center in Camden. Pennewell died at Cooper. Ashmore was listed as being in serious condition, said police. Hernandes was taken to South Jersey Regional Health Center in Vineland, treated for minor ijuries and released. Hernandes was charged with death by auto, aggravated assault with a motor vehicle, unlicensed driver resulting in death, unlicensed driver resulting in serious bodily injury, driving while intoxicated, failure to obey a traffic device, reckless driving, unlicensed driver and failure to wear a seat belt. "We can understand that they want to increase enforcement, and that's what the president called for in his comprehensive bill," Bush spokeswoman Dana Perino said. She was responding to a question from Les Kinsolving, WND's correspondent at the White House. He asked: "Oklahoma's House Bill 1804, just passed and signed by the Democrat governor, has been described as 'the toughest state-level immigration reform bill in the nation' by Republican representative Randy Terrill. And my question: What does the White House think about this bill?" "What we would like to see is a comprehensive national immigration reform bill," she answered. "We think it is difficult for all 50 states and localities and jurisdictions and counties to have a cohesive immigration policy when everyone is doing their own laws." (Story continues below) The law, signed by Gov. Brad Henry, is intended to discourage illegal immigration. He deprives illegals of state identification and demands that all state and local agencies verify citizenship status before authorizing public funds be spent on benefits for them. The League of United Latin American Citizens offered its criticism, along with other immigration groups, saying setting such regulations is within the authority of the federal government, not the state. The legislation was passed by overwhelming majorities in the state Legislature, but Henry said "until the U.S. Congress enacts a comprehensive, national immigration policy, citizens will see little progress." House Speaker Lance Cargill, a Republican, said this law is important because it assures people that Oklahoma is upholding the law. "Our citizens deserve nothing less," he said. Officials estimate about 100,000 illegal immigrants live in Oklahoma, and could cost state taxpayers up to $200 million in benefits and other resources each year. The law requires verification of legal status in order to obtain public benefits, or in many cases jobs. It also limits state driver's licenses and ID cards to citizens and legal immigrations. In a second question, also related to immigration policy, Kinsolving asked: "Agence France Presse reports thousands of illegal aliens coming into the U.S. every year could include terrorist spies and those with communicable diseases, largely due to the under-staffing and low morale among Border Patrol agents, according to our GAO report. And my question: How does the White House believe the morale can be improved with such agents as Ramos and Compean still in prison – " "Wow, what is the question?" said Perino. " – for doing what they believed was defending the nation's borders?" Kinsolving finished. "The president has made a pledge and he is making good on it to double the number of Border Patrol agents that are working for the government. We are well on our way to making that happen. I think we have about 18,500 now; we're on our way to getting a full 20,000, and that should help because I know that they're overworked and they work very hard," Perino said. Former Border Patrol agents Jose Compean and Ignacio Ramos are serving prison terms of 11 and 12 years for shooting at and wounding a drug smuggler who had brought one third of a ton of marijuana into the United States, but abandoned it and fled back into Mexico when confronted by the officers.

Runs as a rightwinger again. Mosbacher becomes chief fundraiser for Bush's presidential campaign. Forms a millionaire's club of 250 contributors, each of whom cough up $100,000. William Casey forms a working group to prepare for possible Carter October political surprise. In early October, an Iranian official meets with three top Reagan campaign aides. All three deny memory of the meeting in subsequent proceedings. On October 21, Reagan hints he has a secret plan to release the hostages. This is right around the alleged date of a Paris meeting at which the so-called "October Surprise" was settled. Some allege that at this meeting it was agreed to end the arms embargo against Iran if Iran would release its hostages after the election. While Bush's presence at this meeting has been denied by the House committee investigating the October Surprise, Bush's whereabouts at this critical time remain in doubt. The White House, in fact, has leaked conflicting stories. Rep. Dan Quayle goes on a Florida golfing vacation with seven other men and Paula Parkinson -- an insurance lobbyist who later posed nude for Playboy. Parkinson describes Quayle as a husband on the make, but says she turned him down because she was already having an affair with another congressman. Marilyn Quayle says, "anybody who knows Dan Quayle knows he would rather play golf than have sex." The Reagan-Bush campaign receives stolen copies of Carter's briefing books. Bush's campaign manager, James Baker, forces the dismissal of Bush aide Jennifer Fitzgerald, described in a 1982 Time story as having "much to say about where Bush goes, what he does and whom he sees." Bush continues to pay Fitzgerald out of his own pocket. 1981 Reagan-Bush inaugurated. Hostages released moments before. Shortly thereafter, arms shipments to Iran resume from Israel and America. In July, an Argentinean plane chartered by Israel crashes in Soviet territory. It is found to have made three deliveries of American military supplies to Iran. In a 1991 story in Esquire, Craig Unger quotes Alexander Haig as saying "I have a sneaking suspicion that someone in the White House winked." Says Unger: "This secret and illegal sale of military equipment continued for years afterwards." James Baker named Reagan's chief of staff. SEC filings for Zapata Oil for 1960-66 are found to have been "inadvertently destroyed." Reagan authorizes CIA assistance to Contras. 1982 CIA director William Casey begins Operation Black Eagle to expand US role in Central America. Urges use of "selected Latin American and European governments, organizations and individuals" in the project. Inslaw, a computer software company, signs a $10 million contract to install a case-tracking program in 94 US Attorney's offices. Four months later, after obtaining a copy of Inslaw's proprietary version of the program, the government cancels the contract and begins an aggressive campaign to force the company into bankruptcy. Later sources claim that the program was installed by the CIA and sold to various foreign intelligence agencies. After $3 million is poured into Arbusto with little oil and no profits, just tax shelter George W. Bush changes the company name to Bush Exploration Oil Co. Subsequently he is kept afloat by an investment from Philip Uzielli, a Princeton friend of James Baker III. For the sum of $1 million, Uzielli bought 10% of the company at a time in 1982 when the entire enterprise was valued at less than $400,000. Subsequently, to save the company George W. Bush merges with Spectrum 7, a small oil firm owned by William DeWitt and Mercer Reynolds. DeWitt had graduated from Yale a few years earlier than Bush and was the son of the former owner of the Cincinnati Reds. Bush becomes president of Spectrum 7. He also gets 14% of the Spectrum's stock. Meanwhile, 50 original investors in Arbusto get paid off at about 20 cents on the dollar. 1983 Noriega meets again with George Bush. Bush presents an autographed photo to a WWII Ukrainian leader under the Nazis, whose regime killed 100,000 Jews. KAL 007 crashes under circumstances that remain suspicious to this day. Bush promotes Jennifer Fitzgerald from appointments secretary to executive assistant. Seven staffers resign in protest. Fitzgerald tells the New York Post: "Everyone keeps painting me as this old ogre. I really don't worry about it. All these bizarre things just simply aren't true." Neil Bush forms his first oil company. He puts in $100, his partners contribute $160,000 and Neil is named president of the firm, JNB Exploration. Jeb Bush's business partner, Alberto Duque, goes bankrupt, is eventually convicted of fraud and is sentenced to 15 years in prison. 1984 Jeb Bush lobbies the Department of Health & Human Services on behalf of Cuban--American businessman Miguel Recarey, Jr., whose medical firm later collapses. Contra figure Felix Rodriguez meets with Donald Gregg, Bush's national security advisor, to complain about Iran-Contra operatives skimming funds from the Contras. Bush may have made several secret visits to Damascus between 1986-88 according to a 1992 report in Time, which said two senior GOP senators were pressing for a probe. The allegation is that Bush went to negotiate the release of hostages in Lebanon but in fact stonewalled Syria, "playing for campaign timing. Republicans want to get to the bottom of intelligence-community suspicions that the US somehow blew a chance to free Terry Anderson and his fellow captives." Iranian arms runner Manucher Ghorbanifar proposes "diversion" of profits from Iran arms sales to Contras. George W. Bush and partners receive more than $2 million of Harken Energy stock in exchange for a failing oil well operation, which had lost $400,000 in the prior six months. After Bush joined Harken, the largest stock position and a seat on its board were acquired by Harvard Management Company. The Harken board gave Bush $600,000 worth of the company's publicly traded stock, plus a seat on the board plus a consultancy that paid him up to $120,000 a year. When Harken runs short of cash it hooks up with investment banker Jackson Stephens of Little Rock, Arkansas, who arranges a $25 million stock purchase by Union Bank of Switzerland. Sheik Abdullah Bakhsh, who joins the board as a part of the deal, is connected to the infamous BCCI. 1987 Bush's former chief of staff, Daniel Murphy, flies to Panama with South Korean influence peddler Tongsun Park on a private plane owned by arms dealer Sargis Soghnalian to meet with Noriega. Murphy later tells a Senate subcommittee that he informed Noriega that he need not resign before the 1988 election despite the Reagan administration public pressure to the contrary. Bill Casey dies. Lee Atwater accuses Robert Dole of spreading stories about Bush and Jennifer Fitzgerald. An agreement is worked out, as reported by Sidney Blumenthal in the Washington Post: "The Dole people didn't spread any rumors and promised not to do it again. And the Bush people haven't spread rumors about the Dole people spreading rumors and won't do it again." Harken Energy project gets rescued by aid from the BCCI-connected Union Bank of Switzerland in a deal brokered by Jackson Stephens, later to show up as a key supporter of Bill Clinton. 1988 Dan Quayle is named VP candidate. Stuart Spencer is assigned to improve Dan Quayle's image, the same job he handled for Noriega and Nixon. Quayle embarrasses campaign by such statements as "[The Holocaust] was an obscene period in our nation's history," adding that "I didn't live in this century." Prisoner who claimed he sold marijuana to Quayle is put into solitary confinement by the head of federal prisons, aborting a planned news conference shortly before the election. Silverado S&L goes under after receiving 126 cease & desist orders in past four years from the Topeka office of the Office of Thrift Supervision. These orders found conflict of interests, insider abuse and other violations. Dwight Chapin, ex-Nixon dirty trickster, gets job in Bush campaign. Rudi Slavoff becomes head of Bulgarians for Bush. In 1983, Slavoff organized an event honoring Austin App, promoter of the theory that the Holocaust was a hoax. Slavoff joins other GOP ethnic leaders in the Coalition of American Nationalities co-chaired by Edward Derwinski. Among them is a former member of an Hungarian pro-Nazi party. After press revelations, eight of the leaders accused of anti-semitism resign from the campaign. Bush says: "Nobody's giving in... These people left of their own account." GOP flier warns that "all the murderers, rapists and drug pushers and child molesters in Massachusetts vote for Michael Dukakis." Bush establishes Team 100, which will eventually grow to 249 individuals who contribute nearly $25 million in soft money to help the GOP cause. The contributions also apparently help the contributors, various of whom get ambassadorial appointments, legislative favors, and intervention on regulatory and criminal matters. Bush denies knowledge of Noriega's involvement in drug dealing. The Willie Horton ad is aired. Credit for similar tactics is given to campaign guru Lee Atwater, whose PR firm had represented drug-connected Bahamian prime minister Oscar Pinding and the Philippines' Marcos. Atwater himself had represented UNITA, the CIA-backed Africa rebel group. Fred Malek, ex-Nixon aide, resigns from the Bush campaign after it's revealed that he compiled a list of Jews in the Labor Dept. as part of a Nixon investigation of a "Jewish cabal." A few days before the supposedly surprise arrest of five BCCI officials, some of the world's most powerful drug dealers quietly withdraw millions of dollars from the bank. Some government investigators believe the dealers were tipped off by sources within the Bush administration. Although Felix Rodriguez, former leading cop under Batista, claims he left the CIA in 1976, Rolling Stone reports that he is still going to CIA headquarters monthly to receive assignments and get his bulletproof Cadillac serviced. Bankruptcy judge George Bason Jr. concludes that the government stole Inslaw's software through "trickery, fraud and deceit." Stock market drops 43 points on false rumor that Washington Post was about the publish the Bush-Fitzgerald story. 1989 Bush inaugurated. Aides tell the press that the new administration would rather "stay one step behind than be one step ahead." Bush authorizes CIA support to Noriega's opposition, giving Noriega an excuse to annul Panama's elections. Bush claims executive privilege to avoid testifying in the Oliver North trial, thus becoming first president to use this power to keep his acts as vice president under wraps. Dan Quayle declares changes in Soviet Union "just a public relations extravaganza." Bush brother Prescott flies to Shanghai after the Tiananmen Square massacre to close a deal for an $18 million resort there, despite his brother's ban on high-level Chinese contacts. Prescott says, "We aren't a bunch of carrion birds coming in to pick the carcass. But there are big opportunities in China, and America can't afford to be shut out." Prescott Bush also visits Japan, searching for consulting contracts just ten days before his brother arrives on a presidential tour. The Japanese firm that paid Prescott a quarter-million dollar consulting fee comes under investigation for exchange law violations and links to the Japanese mob. C. Boyden Gray, the president's top ethics official, corrects his 1985 and 1986 financial disclosure forms. He forgot to include $98,000 in income. George Bush signs the S&L bailout bill promising that "these problems will never happen again." The Chicago Tribune reports: "After 14 fishing outings, the President has failed to catch a single fish." At White House behest, the DEA lures drug dealer to Lafayette Park to make arrest in front of presidential home for the benefit of Bush's upcoming drug speech. At first, drug dealer is dubious, asks DEA agent, "Where the fuck is the White House?" Defense secretary nominee John Tower runs into confirmation troubles when it is revealed that he has received hundreds of thousands of dollars in consulting fees from defense contractors. Runs into more trouble with revelations of womanizing and drinking. His nomination is rejected. The sale of three communications satellites to China is announced. Prescott Bush is a $250,000 consultant in the deal. GOP memo is leaked implying that House Speaker Tom Foley is a homosexual. President Bush signs a top-secret directive ordering closer ties with Iraq, which opens the way for $1 billion in new aid just a little more than a year before Bush goes to war against that country. The agricultural credit allows Saddam Hussein to use his hard currency for a massive military buildup. A second judge concurs that the government stole Inslaw's software. The Statistical Abstract of the United States, published by the US government, reports that the GNP of East Germany during the 1980s was greater than that of West Germany. The figures come from the CIA. Bahrain officials suddenly break off offshore drilling negotiations with Amoco and decide to deal with Harken Energy, George Bush Jr.'s firm. Harken has had a series of failed ventures and no cash, so the Bass brothers are brought in to finance Harken's efforts at a cost of $50 million. Neil Bush bails out of JNB Exploration, the firm where he became president with a $100 ante, leaving his partners to worry about its debt. Days earlier he forms Apex Energy with a personal investment of $3000. The rest of the money -- $2.7 million -- comes from an SBA program designed to help "high risk start-up companies." Like JNB, it proves to be just that. Apex will later go belly-up with no assets. Two months after his father's inauguration, George W. Bush announces that he and a syndicate of investors have purchased the Texas Rangers. The investors are Edward "Rusty" Rose, Richard Rainwater, Bill DeWitt, Roland Betts (a former Yale frat brother) and Tom Bernstein (Bett's partner in a film investment concern). While Bush appears to lead the group, Rainwater makes clear that Rose is to control how the business is run. Bush's stake in the $86 million deal is 2%, financed with a $500,000 loan from a Midland Bank of which he had been a director and $106,000 from other sources. Rainwater and Rose put up 14.2 million, Betts and Bernstein invested about $6 million and the balance comes from smaller investors and loans. Bush will eventually sell his share for $15 million. 1990 Federal regulators give Bush son Neil the mildest possible penalty in the $1 billion failure of the Silverado S&L. The deal is so good that Bush drops his appeal. Among other things, Neil, as a Silverado director, voted to approve over $100 million in loans to his business partners. January: Bahrain awards exclusive offshore drilling rights to Harken Oil. This is a surprise as Harken is in very shaky financial condition, has never drilled outside of Texas, Louisiana and Oklahoma and had never drilled undersea at all. The Bass brothers are brought in by Harken for sufficient equity to proceed with the effort. Harken's stock price increases from $4.50 to $5.50. George W. Bush sells two-thirds of his Harken Energy stock at the top of the market for $850,000, a 200% profit, but makes no report to the SEC until March 1991. Bush Jr. says later the SEC misplaced the report. An SEC representative responds: "nobody ever found the 'lost' filing." One week after Bush's sale, Harken reports an earnings plunge. Harken stock falls more than 60%. Bush uses most of the proceeds to pay off the bank loan he had taken a year earlier to finance his portion of the Texas Rangers deal. August: Saddam Hussein invades Kuwait. Harken's stock price drops substantially. Two months after Bush sells his stock, Harken posts losses for the 2nd quarter of well over $20 million and is shares fall another 24 %, by year end Harken is trading at $1.25. Can creditors garnish a bank account if I set one up? I live in a state with a 3 year statute of limitations. At the end of 2006, I stopped paying on $500 that I owed to a credit card and $1200 that I owed on a computer I bought on credit. It's been a few months since I have received notices on either of those debts. At the end of 2007, I cancelled my cable service owing around $250 and I also owe around $120 on a phone bill I never paid. I haven't recieved anything on the cable bill in awhile but a month ago I recieved a notice on the phone bill. I want to set up a savings account because the new job I have only pays in direct deposit or on a debit card they give you, but I really don't want to mess with the stupid debit card. However, I make very little money and it would devestate my financial situation should even $100 be garnished out of my account. What should I do? I hope someone can help me! Bishop Anthony B. Taylor became head of the Diocese of Little Rock in April, which oversees all of Arkansas' 116,000 parishioners. Pope Benedict XVI's selection of the Oklahoma priest showed a new attention to the Hispanic community, which represents 55 percent of all parishioners in the state. Taylor, who previously signed a letter of protest against Oklahoma laws aimed at illegal immigration, issued his first pastoral letter in November to say people have a "God-given right to immigrate." "We cannot participate in an act of injustice," Taylor told reporters at the time. "People say, 'There's a law here,' but don't understand that law is an unjust law and people are prevented from exercising their God-given human rights."Taylor's statements contrast with others in state government including Gov. Mike Beebe, who routinely says "illegal means illegal" when it comes to immigration. However, Beebe came out against a failed ballot measure seeking to deny illegal immigrants some state benefits, saying much of it already was in state law.That wasn't the case. Both the University of Arkansas at Fayetteville and the University of Central Arkansas in Conway allowed students to receive in-state tuition even if they couldn't provide Social Security numbers. After an Associated Press story questioned the governor's stance, the state's higher education chief immediately ordered all two- and four-year colleges and universities to verify potential students' immigration status. Immigration also remained a focus of law enforcement during the year. Arkansas State Police reached an agreement with federal agents to train troopers on how to examine and detect forged identity documents carried by suspected illegal immigrants. Police agencies in northwest Arkansas continued to enforce some federal immigration laws under a new program. The immigration arrest that brought the most attention to the region was that of Adriana Torres-Flores, arrested for selling pirated CDs. She spent four days in March without food or water in a Washington County Courthouse jail cell after being forgotten inside. Charges against Torres-Flores were eventually dropped. The Mexican Consulate in Little Rock, which condemned the incident, served other immigrants during the year. The diplomatic outpost now has 21 employees, who can handle about 300 requests a day for those seeking matricular consular identity cards, passports, legal help and birth certificates. The consulate also provided legal services to those arrested in several immigration raids conducted by U.S. Immigration and Customs Enforcement during the year. Agents arrested 24 men in a raid on a construction site near Little Rock National Airport in April, while another 18 were arrested earlier in the month at a Pilgrim's Pride plant in Batesville. In July, agents arrested 13 suspected illegal immigrants during a raid at a North Little Rock boat manufacturer. Still, poultry plants and construction sites in the state's northwest corner drew immigrants to Benton and Washington counties. U.S. Census Bureau statistics showed Arkansas with more than 150,000 Hispanics living within its borders, up from 1990, when estimates showed only 19,876 lived in the state. That population faced new struggles as feed prices and economic pressures led to poultry plants cutting back hours or simply shutting down. A collapse in the nation's mortgage market also stalled home sales, meaning fewer jobs putting up drywall or framing houses. Immigration slowed, but didn't stall, said Steve Striffler, an anthropology professor at the University of New Orleans. "Overall, I think it's still relatively immigrant-friendly, not so much in terms of the laws or the reception of folks, but I think the economy relative to other places is not that bad," Striffler told the AP in October. "Certainly, construction is just being hit everywhere in the U.S. right now, so we're not alone." Are they an integral part of the problem? http://www.normantranscript.com/ DHS employee: Department not enforcing illegal immigration reporting laws The Norman Transcript — CNHI News Service OKLAHOMA CITY -- An Oklahoma Department of Human Services employee says state human services officials are ignoring the policy to report potential illegal immigrants to the federal immigration agency. Steve Thomas, social worker II in the agency's Oklahoma County Rockwell office, testified before members of Oklahoma House of Representatives' Revenue and Taxation Committee during an interim study on state immigration reform Tuesday. "There's got to be an incentive not to come (to the United States) ... we're not doing anything about it," said Thomas, who is up for retirement in November from the department. "We need to ask for identity, we need to ask for citizenship. " Thomas said he reviews the eligibility requirements to determine if a person qualifies to a few programs, including food stamps. He said for food stamps the person must be a citizen or an alien who has lived in the state at least five years. He looks at the income level and citizenship status of those coming into the agency, but he does not question the answers. "If they want to say they're citizens we go with it," he said. Thomas works as a social worker II, which he said "means I've been there a long time and haven't been promoted." He told legislators he was put in front of a civil rights board that told him he had scared a person by revealing the reporting requirements for illegal aliens and that was deterring the person from seeking assistance. Thomas said by law he is supposed to submit a memo to the state office with information on possible illegal immigrants and the state office can then determine whether or not to report the case to the feds. "There are no workers sending memos," he said. "Illegal immigrants are not eligible for public assistance," according to a statement from the Department of Human Services, which goes on to say illegal immigrants "know they are not eligible and rarely apply." Thomas was one of several people who testified at Tuesday's interim study. Jack Martin, special projects director for the non-profit agency Federation for American Immigration Reform, urged legislators to pass legislation that turns off jobs to people here illegally. It would be a "Field of Dreams in reverse. Turn off the jobs, then they won't come," he said. State Rep. Randy Terrill, R-Moore, conducted the study and said he will reintroduce a bill to penalize businesses that hire undocumented workers. "The second that I do so, you are going to hear a cry in the business community," because they think it will take too much time to verify citizenship, he said. Martin said there is a computer program companies can use that can detect whether a person is legal in the country. He said it takes a matter of minutes to enter the information into the system and may take a day or two to receive the results. Martin estimates there were about 83,000 illegal aliens in Oklahoma in 2005 who cost the state about $207 million in annual public education, emergency medical and incarceration costs. Education makes up the biggest portion of the pie, with an estimated $161.1 million of the $207 million. He estimates there are about 10,325 illegal alien students and about 14,455 U.S.-born children of illegal aliens in Oklahoma public schools in 2004. The estimates are derived from other population estimates from the U.S. Census data calculating the rising population and the foreign-born population. "No one knows how many illegal aliens there are," Martin said. He also spoke about anchor babies, which are children born in the United States to parents illegally living in the country. For some people, he said, having a U.S.-born child means parents can collect benefits for the child. According to DHS policy, workers are required to report if a person admits illegal aliens are present in the household and there are documents that appear to be forged or the person presents a formal order of deportation or removal. Terry Bryce, chief of staff for the Women, Infants and Children Supplemental Nutrition Program through the Oklahoma State Department of Health, also testified for the study. He said employees in the program do not track the citizenship status of those who come in because the only criterion is residency. The program is funded 100 percent by the federal government and they hand down the laws, he said. Bryce did say not having the programs for residents would be detrimental. "It would make it very difficult for those individuals to live a healthy lifestyle," he said. Patti Davis, executive vice president of the Oklahoma Hospital Association, expressed a similar sentiment related to treating any patient that comes into a hospital. She said hospitals are bound by many state and federal laws where they cannot turn away patients and by federal law it is impossible to know a person's citizenship status. "We believe our staff are health givers, not INS enforcers," she said. Oklahoma hospitals provided about $515 million in care in 2005 to uninsured or underinsured patients and did not get compensated. The Medicare Prescription Drug, Improvement and Modernization Act of 2003 freed up about $250 million per year in reimbursements for fiscal years 2005 to 2008 for hospitals and ambulance services, but Davis said it required a verification of citizenship status to receive any reimbursements. As for Thomas, he believes undocumented individuals seeking DHS programs have a right to know they can be reported to the federal immigration authorities and he wants human services personnel to follow the law. "I'm coming forth now because it's wrong, it's illegal," he said. The statement from DHS also said the federal government audits the food stamp program every year and "no deficiencies have been found in certifying illegal immigrants for any public assistance program." Have you heard? House Bill 1804 was passed by overwhelming majorities in both the House and Senate of the Oklahoma Legislature. The measure's sponsor, State Representative Randy Terrill, says the bill has four main topical areas: it deals with identity theft; it terminates public assistance benefits to illegals; it empowers state and local police to enforce federal immigration laws; and it punishes employers who knowingly hire illegal aliens. Oklahoma is no longer "O.K." for illegal aliens, Terrill observes. "When you put everything together in context," he contends, "the bottom line is illegal aliens will not come here if there are no jobs waiting for them, they will not stay here if there is no government subsidy, and they certainly won't stay here if they know that if they ever encounter our state and local law enforcement officers, they will be physically detained until they're deported. I have been scammed, I was sent a $5800.00 cashiers check, I took it to the bank..they cashed it. How could I? know that it was counterfeit???The bank admitted that they have a policy for cashing checks, that was not followed. All of the money was withdrawn from my Mom's account, they had to give her money back because I am only listed as an agent on her account. I live on a partial disability check and a parttime job..........I'm currently on medical leave from work due to a surgery in 2005. Isn't it illegal to take money from a Federal Government Workers Compensation Disability check??? My bank took all of the money I had left out of that check last month and it has taken all of it this month. A loan officer at the bank said he would give me $400 and he would give me two weeks to come up with more money, I gave him $1400 last week, that was all I had. I'm have medical testing next week for a follow-up surgery. I'm completely at a loss here if anyone has legitimate serious advice. California's highest court is poised to be the next battleground in the debate over benefits for illegal immigrants as the justices have agreed to hear arguments on the constitutionality of a state law allowing undocumented students to pay in-state tuition at public colleges and universities. The decision could affect hundreds of illegal immigrant students who attend community colleges, Cal State and UC campuses and who say they would not be able to afford a higher education if required to pay out-of-state tuition, which can cost more than triple the amount that residents pay.But the outcome could have a broader effect -- at least nine other states, including Oklahoma, New York and Texas, have similar laws providing the reduced fees to illegal immigrants. Although a court decision would not be legally binding in other states, politicians around the country are looking at California as a litmus test for future legal challenges. The state Supreme Court accepted the case late last month and will probably hear arguments later this year. In a letter urging the high court to take up the case, Utah's Atty. Gen. Mark Shurtleff wrote, "The implications of this decision extend far beyond California, and far beyond a state's ability to set educational policy, into the heart of the national debate about illegal immigration." Martinez vs. Regents of the University of California began with a lawsuit filed in Yolo County in 2005 by out-of-state students and their parents. The lawsuit alleges that education officials are violating federal law by granting in-state tuition to illegal immigrants while not offering the same lower fees to students from outside California. "U.S. citizens should have at least the same rights as undocumented immigrants," said one of the plaintiffs, Aaron Dallek, an Illinois native who graduated from UC Berkeley in 2006. Another plaintiff, 2006 UC Davis graduate Onson Luong, said he didn't think it was fair that he, as a native of Nevada, had to pay higher tuition than illegal immigrants. Luong, who majored in biotechnology, worked two jobs during college and owes $15,000 in student loans. At a meeting to mobilize volunteer trainees assisting with the decennial national headcount, Commerce Secretary Gary Locke encouraged the government’s partners to spread the word that privacy rights of census-takers would not be violated, and that accuracy and fairness would be ensured. Locke assured the activists: “We all recognize what is at stake.” But do you? The volunteer groups Locke is entrusting to protect accuracy and fairness include the voter registration con artists of tax-subsidized ACORN, the amnesty activists of Voto Latino and the labor bosses of the Service Employees International Union (SEIU). The fate of $300 billion in federal funding — and, most importantly, the apportionment of congressional seats — rest in their hands. As for “privacy rights,” it’s not your privacy rights they care about. Barack Obama’s census partners are using the process to pressure homeland security agents to halt interior enforcement efforts and workplace raids so that illegal alien cooperation with the national survey is maximized. The census is used to divvy up seats in the House as a proportion of their population based on the headcount. More people equals more seats. More illegal immigrants counted equals more power. This is not hypothetical. The Center for Immigration Studies determined that in the 2000 election cycle, the presence of non-citizens, including illegal immigrants, temporary visitors and green-card holders, caused nine seats in the House to switch hands. As the think tank’s analysis reported: California added six seats it would not have had otherwise. Texas, New York and Florida each gained a seat. Indiana, Michigan, Mississippi, Oklahoma, Pennsylvania and Wisconsin each lost a seat. Montana, Kentucky and Utah each failed to secure a seat they would otherwise have gained. Translation in plain English: Open borders have profound consequences. And they don’t end with congressional apportionment. The redistribution of power extends to presidential elections because the Electoral College is pegged to the size of congressional delegations. Under the Carter administration, the men and women who enforce our immigration laws were ordered not to do their jobs during the census count; non-enforcement was the unspoken policy during the Bush administration in 2000. Bipartisan policy, in other words, was to put political interests above security interests and leave No Illegal Alien Left Behind. The Obama Department of Homeland Security is already continuing the tradition — reversing the work of investigative agents who have uncovered massive document fraud at illegal alien work sites, and cutting immigration and customs enforcement operations at the knees. What company in the bread basket or arid states would profit from millions of gallons of free river water? If a company that can earn a profit from this learns of it, they will make it happen. If you know of a company that can profit from this, tell them! A company could charge money to take the water away, and then on the other end of the pipe sell it! Or take it for free with government approval and then sell it! How much would it boost the economy of an arid state like Arizona if they had a large replenish able water source for irrigation, hydroponics, fishing, recreation? How much would it boost the economy of a state like Kansas (wheat fields as far as you can see) if they had a large replenish able water source? How much would it boost the economics of a large agricultural corporation if they had a large replenish able fresh water source? Water and oil, these two things can really drive an economy, just try farming with out one of them or a limited supply of one of them. Where to put the millions of gallons of water the great pump project was meant for and funds allocated for? Every year in the spring the Ole Mississippi river floods, levees break, some people die, Billions of dollars in damages and losses occur. This is a very dramatic and tragic event for some. The Federal government allocated money for Great pumps to be installed near Yazoo Mississippi to remove water from the river and take pressure off the levees. The problem is, the county Yazoo is in has no where to go with the water, no one in their county wants it, and no one in neighboring counties want it. Is it to far out of the realm of possibilities to build a pipe line to huge reservoirs dug in desert states like Arizona, Texas or Nevada? Or how about the bread basket states like Kansas, Oklahoma, Nebraska, these states are having water table problems due to heavy irrigation. With a project like this, these heavy water users could draw upon this water for irrigation, and leave the ground water for drinking. Yes, underground pipe lines, just like the huge oil companies do, yes we would have to condemn most of the right of way to do it, but they can farm over it. Once in the reservoir of the arid state/bread basket state it could be used in very well thought out processes, like hydroponics and other crops that utilize the water well; only well thought efficient uses to be allowed. The reservoir could have two main levels, the second level is a level we do not draw away from more, because this level has gentle slopes and is a second fishing ground. Boating and recreational aspects could/should also be enjoyed with this resource! This would generate thousands of jobs in the agricultural communities and save a lot of drama and heartache in the flood areas. I still remember the Mayor of a small town in Tennessee when the Tennessee river recently deluged his city, he said "there is just no place to go with all the water!". The Tennessee river, Ohio river, Missouri rivers, the Waspininski (Wapsi river, in Iowa) and probably a few others I am unaware of all have dire flooding events every year and could benefit from a pump project. Not that long ago Obama said, there are 85 million less jobs in the US of A now, and 85 million people are just going to have to reinvent themselves. This is not a handout, and the new jobs will make us stronger. The thousands of workers who will have jobs because of this will not be unemployed and will be paying taxes. The job it saves may even be yours or a loved ones! Environmental impact statements needed? OK, here is an environmental impact statement. To save the levees, and billions and damages, we pumped water out of the river. We put a big screen over the inlet to sift out the gators. NO GATORS WERE HARMED! Actually before the great pump project was allocated money, an environmental impact statement was probably done.
